M4 technology framework awarded a perfect 10 in performance audit

BBCEL Southern Region received high praise for its excellent performance on phase 5 of the M4 motorway technology framework. In a report by client Highways Agency and project consultants Mouchel Parkman, we scored:

  • A perfect 10 for receiving no complaints on the project
  • The top score of nine for key performance indicators in the following categories:

- input to design 

- subcontract feedback system

- submission of health and safety files and as-built information

- safety audits

- material wastage

Our £9.3 million project was to install a network management information system over 12km of the motorway. HA said: "The contractor has remained committed to achieving a quality job, on time and to budget. An excellent performance".

Same team secures phase 6 contract

With the end of that Highways Agency technology framework contract in mid-September 2006, our M4 team secured the £6.7 million phase 6 contract. This runs from November 2006 to completion by June 2008, bringing BBCEL Southern Region's involvement to over £21 million.

This follow-on phase of the M4 project consists of local infrastructure for safety and information hardware. It includes new matrix signs, power supply system and replacement or upgrade of emergency telephones.

As with previous phases, limited verge width meant many of the matrix signs and cabinet sites required retaining walls before installing foundations. 90% of these walls were eliminated by value engineering, using a screw pile solution with a steel cruciform platform. This saved both time and cost.
